Woman arrested for DUI and crashing into neighbor’s garage, causing estimated $30,000 in damage

SALT LAKE CITY — A woman is in police custody after allegedly driving under the influence and crashing into her neighbor’s garage, causing an estimated $30,000 in damage.

According to a probable cause statement, at approximately 6 p.m. on Tuesday, the North Ogden Police Department received reports that a woman was driving while intoxicated. The affidavit said the woman’s brother and boyfriend both reported her to police, identifying her as Sheila Frandsen, 53.

It was reported that Frandsen was driving a black Honda Civic, and later clarified to be an Accord with a flat tire.

Officers began their search in the area where Frandsen was reported to be driving, near her residence on 2100 N. in North Ogden, but were unsuccessful in locating her.

Following the initial search, Officer Riley Blackham with the NOPD went back to Frandsen’s residence and waited roadside for her to return.

While Blackham was waiting, a neighbor approached the officer, saying someone had crashed into his garage. He also reported seeing a “beat up” dark-colored sedan directly behind Frandsen’s residence.

Following this, Blackham examined the car. The officer said it was a 2002 Honda Accord with a temporary tag on the back windshield. Its VIN went back to Frandsen. According to the affidavit, Blackham noticed damage and debris on the back of the car consistent with damage to the neighbor’s garage. A “contractor friend” of the neighbor on the scene estimated around $30,000 worth of damage.

Following this, Blackham knocked on the front and back doors of the residence and got no answer.

After getting a warrant approved, Blackham searched the residence, finding Frandsen in the bedroom with a half-empty bottle of vodka and a bottle of alprazolam, or Xanax. Blackham said the Xanax was in a prescription bottle, but there wasn’t a name to indicate who it was prescribed to.

Blackham arrested Frandsen, who was “obviously” intoxicated. She admitted to driving while under the influence of Xanax and alcohol and crashing into her neighbor’s garage.

According to the affidavit, officers attempted to draw Frandsen’s blood for a DUI investigation, but she refused to comply.

At this time, Frandsen is in police custody for multiple counts, including property damage, failure to comply duties at vehicle accident, driving under the influence, refusing a chemical test, obstruction of justice, and possession or use of a controlled substance.
