Utah Fits All scholarship to get new program manager after former contract was terminated early

SALT LAKE CITY — The company that administers the Utah Fits All scholarship program is being terminated, a year and a half into its five-year contract.
ACE Scholarships has been operating the school voucher program since November 2023. This means they are responsible for activities such as processing applications and handing out reimbursements.
Utah State Board of Education Communications Director Ryan Bartlett said the board decided to end the contract early, as is their right.
“The contract did contain a clause that allowed the contract to be terminated for convenience and that’s what the board chose to do. They’re terminating the contract for convenience,” Bartlett said.
No other explanation was provided.
In response, ACE released a statement that said, “We are grateful for the trust families placed in us, reflected in the 89% customer satisfaction rate we’ve earned during our management of the program.”
The state board of education is now opening up the application process for its next program manager.
“ACE is actually also able to apply for the contract,” Bartlett said. “So if they would like to submit a RFP (Request for Proposal), they’re also able to do that. And they would be considered along with the other applicants.”
ACE’s last day is May 15. Bartlett said parents may notice the switch, but services should be uninterrupted.
‘We’re working behind the scenes, doing everything we can, to ensure that will be a seamless transition for parents and students who are utilizing the program,” Bartlett said.
