Woman arrested after bicyclist hit by car in St. George Friday

SALT LAKE CITY — Police released the probable cause statement for a woman who allegedly hit a bicyclist while driving in St. George Friday night.

In a post to Facebook, the St. George Police Department said the incident happened at the intersection of 1300 W. Sunset Blvd.

According to the probable cause statement, officers arrived to find a man lying in the road unresponsive. He was transported to the hospital, where he was placed on life support. The document also said the man had no brain activity while in the hospital.

The woman who allegedly hit the man, 26-year-old Lacie Nikole Winder, remained on the scene and cooperated with officers.

The intersection was closed in all directions during the investigation, and has since reopened.

Police reported the driver was delivering pizza and did not see the bicycle before she allegedly struck him.

Officers on scene performed field sobriety tests inside a local business due to the cold weather. Following the field sobriety tests, the probable cause statement reported police “determined [Winder] was impaired and unable to operate her vehicle safely.”

Winder allegedly told police that she had marijuana in her vehicle. Police confirmed that Winder had a valid medical marijuana card.

Police then reported that Winder initially said she had not used marijuana since Thursday night. However, the probable cause statement claims Winder changed her answer twice, reporting she last used marijuana at 4 a.m. on Friday and then at 11 a.m. Friday at her boyfriend’s home.

Winder allegedly purchased the marijuana from Nevada, rather than a dispensary in Utah. Police obtained a search warrant to search the residence of her boyfriend.

During the search, police allegedly found multiple marijuana items and a gun with a destroyed serial number. Police interviewed the boyfriend, where he allegedly admitted Winder traveled to Nevada to purchase marijuana.

According to the probable cause statement, the boyfriend told police that Winder had visited him at 11:30 a.m. that morning and gave him a THC E-cigarette to smoke.

Winder was transported to the St. George Police Department and was booked for two class-B misdemeanors for using or possessing drug paraphernalia and driving under the influence, as well as two third-degree felonies for distributing a controlled substance and negligently operating a vehicle resulting in serious bodily injury.
