Family of Patrick Hayes files victims’ rights complaint; shooter pleads not guilty to obstruction

HEBER CITY, Utah — The family of Patrick Hayes, who was killed in a 2024 road-rage shooting near Jordanelle Reservoir, has filed a formal victims’ rights complaint alleging Wasatch County officials failed to keep them informed and treat them with dignity during the case.

A Fourth District Victims’ Rights Committee based in Provo said this week there is enough evidence to continue reviewing the allegations and will take the matter up again in December.

On Wednesday in Heber City, Greg Kyle DeBoer, the Summit County man who admitted to shooting Hayes, entered a not-guilty plea to a single count of obstruction of justice in Fourth District Court. A pretrial conference was set for Jan. 21, 2026.

DeBoer has not been charged with homicide.

According to the complaint obtained by KSL NewsRadio, the Hayes family alleges the Wasatch County Sheriff’s Office and the Wasatch County Attorney’s Office violated their rights to be informed about proceedings and to be treated with respect.

The committee concluded there is sufficient information to notify the parties of potential violations and continue the review next month.

DeBoer was charged with obstruction in December 2024 after investigators said he shot Hayes during a confrontation and later buried the gun. In charging documents and interviews cited in the complaint, DeBoer said he acted in self-defense. County officials have previously indicated they did not believe they could disprove that claim beyond a reasonable doubt, which factored into the decision not to file a homicide charge.

 The Victims’ Rights Committee is expected to revisit the complaint in December, and DeBoer’s next court date in the obstruction case is Jan. 21, 2026.
