Republican Rep. Blake Moore saw a fast rise through Utah politics into the House GOP, which began back when he co-chaired a group that pushed a measure to limit gerrymandering in the state, which led to the battle over Prop 4 in the state that ended only a month ago when the effort to repeal the proposition failed.
