No buying soda with SNAP benefits starting in 2026

SALT LAKE CITY — There are just a few more days for people to buy soda in Utah using their Supplemental Nutrition Assistance Program (SNAP) benefits. This comes after legislation was passed during the 2025 legislative session. 

As part of House Bill 403, the U.S. Department of Agriculture (USDA) gave approval for this amendment and it’s a historic moment for Utah. It’s the first time Utah has gotten a waiver to be able to make a SNAP restriction that is different from the federal regulations.

According to the bill, “soft drink” means a nonalcoholic beverage that is made with carbonated water and is flavored and sweetened with sugar or artificial sweeteners.

“I’m sure it’s going to impact people in Utah especially where we value our soft drinks, but SNAP is really intended to help purchase nutritious food for families,” said Becky Wickstrom, Utah Department of Workforce Services public information officer.

Now, if someone tries to use their SNAP benefits with soda on the bill, they will have to remove the soda and purchase it separately.

“We have worked closely with the state’s retailers to prepare for this change and are ready for it to take place on Jan. 1, 2026,” Wickstrom said.

Lawmakers enacted the bill as a public health concern, as well as a cost savings to taxpayers.

“The SNAP program helps those who are facing food insecurity and in need of nutrition,” said Rep. Kristen Chevrier, R-Utah County. “We don’t want to undermine health and fuel chronic disease by subsidizing the purchase of sugary drinks. This innovative change will improve our nutrition program and overall health outlook in the state of Utah.”
