Ogden woman arrested for allegedly attempting to kidnap 1-year-old

OGDEN, Utah — An Ogden woman was arrested Sunday for allegedly attempting to kidnap a 1-year-old.

According to a probable cause statement, the Ogden Police Department received reports of a disturbance of multiple people arguing and fighting in the 500 block of 31st St.

Upon arriving at the scene, police observed Ambrey Welch, 34, standing in the street. Police say she was holding a can of beer and a 10-inch silver kitchen knife.

Welch dropped the knife when requested by officers. According to the probable cause statement, when speaking with officers, Welch told them that she had been drinking and grabbed the knife as she left her house to “investigate suspicious noises.” She refused to give further details.

However, witnesses tell a different story. According to police, three witnesses on the scene reported Welch holding the knife and opening a woman’s rear car door. Following this, they said she began unbuckling the woman’s 1-year-old child’s car seat. Witnesses report hearing Welsh say she was surprised the woman would let her take her child. However, the mother feared Welch would hurt her or her child due to the large knife.

During all of this, Welsh was accompanied by an unleashed dog, which had ben running around the street, according to police.

Welch was taken into custody and charged with aggravated kidnapping, carrying a dangerous weapon while under the influence, obstruction of justice, public intoxication and having a dog or cat at large.
